If a foreign manufacturer or exporter does not provide any information of a chemical substance to an importer due to confidential business information (CBI), the importer cannot comply with K-REACH in terms of pre-registration, registration, communication within supply chain and product notification.

To solve this CBI issue, foreign manufacturers can appoint a qualified only representative (OR) to implement the obligations of the importer under K-REACH.
