Chemical Substance Registration

New chemicals equal to or over 0.1ton/year and existing chemicals equal to or over 1ton/year must be registered under K-REACH. Without registration, unauthorized manufacture, import, use and sale will be banned.

The legal obligation of registration is given to domestic manufacturers or importers. However, if a foreign manufacturer does not want to provide chemical information due to confidentiality, appointing OR and proceed the registration can implement their legal obligation.

Subject to registration or exemption

Pre-Registration

All existing chemical substances that are manufactured/imported for more than 1ton/year must be registered by 2030. Manufacturers/importers who have previous history of manufacture/import from 2016 to 2018 are subject to pre-registration before newly import or manufacture to have registration grace period in effect.

Existing Chemical Substances Subject to Registration (510 Substances)

The grace period for the 510 designated existing chemical substances subject to registration has ended on June 30th, 2018. Therefore, registration prior to manufacture/import is mandatory. REACH Chemical Consulting offers following services:

  • Dossier preparation for individual registration



Notification of New Chemical Substances (under 0.1 ton)

Notification prior to manufacture/import is required for new chemical substances with quantity of less than 0.1 tons per year.
The services provided by REACH Chemical Consulting for the compliance of the registration obligation is as follows:

  • Review and strategic consultation for substances requiring notification

  • Preparation and review of documents to submit, and submission to National Institute of Environmental Research (NIER)



Registration of New Chemical Substances (0.1 ton or more)

Registration prior to manufacture/import is required for new chemical substances with quantity of 0.1 tons or moer per year. The services provided by REACH Chemical Consulting for the compliance of the registration obligation is as follows:

  • Review of substances to register, and strategic consultation for registration

  • Preparation of registration dossiers, submission to and correspondence with National Institute of Environmental Research (NIER)

  • Test monitoring and assessment of useful hazard test data through data gap analysis

  • Review and utilization of QSAR and Read-across data for registration dossiers

  • Submission of Survey of Harmfulness and Danger of Chemical Substances to Ministry of Employment and Labor


Exemption from Registration

Depending on the use and properties of a substance, the substance may qualify exemption conditions under K-REACH.

Exempted by confirmation of exemption from registration or notification

1. Exports of entire quantity

  • Substances manufactured or imported to be exported to foreign countries in entire quantity

  • Substances used to manufacture/import another substance to be exported in entire quantity

2. Chemical reagent for scientific experiment, analysis or research.

3. Substances used for research and development purposes

  • For developing new products or substances

  • For improving production processes

  • To test new applications of the substance at the site/facility

  • For prototype development

4. Polymers of low concern (PLC)

5. Surface-treatment substances

6. Non-isolated intermediates / On-site isolated intermediates that may be blocked from leakage

Polymer compounds of low concerns (PLC)

  1. A polymers with number average molecular weight greater than 10,000: molecular weight under 1,000 is less than 5% and molecular weight under 500 is less than 2 %

  2. A polymers with number average molecular over 1,000 but less than 10,000: molecular weight under 1,000 is less than 25%, molecular weight under 500 is less than 10 %
